Rule 187
Commissioning Officer

(1) The following officers or employees may be assigned to work by the following officials: (a) Chairman of District Development Committee (b) Head of Municipal Officer
(c) Chairman of Village Development Committee (d) Secretary of District Development Committee, Chairman within the district, Ministry of Local Development outside the district (e) Chief Secretary of the Municipality
(f) Secretary-Chairman of the Village Development Committee (g) Chief Secretary of Subject Branches under Local Bodies (h) Staff Secretary of Local Bodies
(2) The Ministry of Local Development may reprimand any official or employee of any local body when they are assigned to visit or work outside the country for the work of the local body. (3) In the case of a visit or assignment to the work of a local body, the visit order must be kept in a record. It will be the duty of the official who can make the visit or duty to arrange the visit in the least expensive way or means possible.
